stats.ibiblio has not been functional since some time before 2009. After google acquired Urchin they first tried the carrot approach and then later used a stick to get folks to switch to google analytics. For a period of time, we supported ibiblio contributors who wanted help setting up google analytics, but over time the privacy and compliance concerns shifted in a manner that now makes it infeasible for ibiblio staff to provide that support. We understand that some contributors will want to keep statistics for different reasons, such as to demonstrate to a grant funding entity that the public is engaging with the funded site, and other sites will have reasons to limit tracking of visitors.
Again, the short answer is that there is not a centralized ibiblio usage statistics service that contributors can access to get information about how the public is using their collections, but collection maintainers do have control over their own collections.
